My concern with Chertoff is that while what you say is true - Brown is scapegoated through this whole thing - Chertoff himself is also a scapegoat for the President. According to the President's own National Response Plan, he assumes responsibility for coordination of Agency-level relief into disaster-afflicted areas.

The President is culpable in this and it's in writing. When he signed off on the declaration of emergency on 8/27/05 he put himself in charge via his own written orders.
